Straw biomass energy becomes a hot topic at the 2026 Two Sessions, with proposals from multiple fields promoting the upgrading of the straw industry

2026-03-27

Several representatives and committee members have provided suggestions and recommendations on core areas such as comprehensive utilization of biomass energy, straw resource utilization, biomass power generation, and biomanufacturing. The proposals and suggestions focus on four key dimensions: policy support, technological innovation, construction of collection, storage, and transportation systems, and high-value utilization, providing important ideas for promoting the high-quality development of China's biomass energy industry, helping to achieve the "dual carbon" goal, and empowering rural revitalization.
1. Promote the technology of strip mulching and returning straw to farmland in arid areas
The proposal brought by Chai Shouxi, a member of the National Committee of the Chinese People's Political Consultative Conference and a professor at Gansu Agricultural University, this year is to promote the green development technology of strip covering and returning wheat straw to the field in arid areas. This technology utilizes the surplus corn straw resources in Gansu Province and the northwest region, covers them to maintain soil moisture, and then returns them to the field to fertilize the soil. It has a dual effect of raw material and fertilizer utilization, efficiently recycling corn straw resources, achieving multiple effects such as soil moisture retention, yield increase, soil fertilization, and soil quality improvement.
2. Promote straw biomass degradation film technology
National People's Congress representative Zheng Yueming proposed to accelerate the promotion and application of fully biodegradable agricultural film made from straw as a material, in order to support the green and high-quality development of agriculture. In recent years, China has adhered to the bottom line of protecting the quantity, quality, and ecology of arable land, and implemented actions to improve the quality of arable land protection. The plastic film covering technology is known as the "white revolution" in the field of agriculture, playing an irreplaceable role in maintaining soil moisture, increasing temperature, suppressing grass and insects, and improving crop yields. According to data from the National Bureau of Statistics, agricultural plastic film has covered over 270 million acres of arable land in China, with an annual usage of approximately 1.4 million tons.
Traditional polyethylene film is difficult to recycle and degrade. With the increasing use of agricultural film, a large amount of residual film accumulates in the soil for a long time, damaging soil structure, hindering crop root growth, polluting farmland ecology, affecting agricultural product yield and quality, and restricting the green and sustainable development of agriculture. The fully biodegradable agricultural film is mainly made of biodegradable materials such as straw, which can be decomposed into carbon dioxide and water by microorganisms in the natural environment, solving the pollution problem of difficult to recycle and degrade residual film. It is conducive to reducing soil compaction and nutrient loss, and improving the quality of arable land.
3. Promote the innovative model of "straw bank"
Wang Chuanxi, a member of the National Committee of the Chinese People's Political Consultative Conference, has turned his attention to the utilization of rural biomass resources and proposed the core idea of building a "village collection town transportation county processing" full chain straw and other rural biomass recycling and utilization system. Regarding the construction of this system, it is recommended to increase financial support and focus on supporting rural biomass resource utilization projects.
Member Wang Chuanxi suggested promoting innovative models such as "straw banks", optimizing logistics layout, and reducing the cost of biomass raw material collection, storage, and transportation; Expand the channels for high-value utilization of biomass, with a focus on cultivating the development of feed, fuel, raw material, and base material industries; Encourage the development of the "photovoltaic+biomass" multi energy complementary model, solve the problem of rural heating, and promote the green transformation of rural energy structure.
4. Develop straw resources and build green oil fields
Peng Fei, member of the Standing Committee of the Jilin Provincial Political Consultative Conference and Chairman of the Straw Holdings Group, proposed that Jilin Province has abundant biomass resources and the innate endowment to build a "green oilfield" dominated by biomass energy. To transform resource advantages into industrial advantages, specific suggestions are proposed in five major areas: in terms of top-level design, establish a provincial-level special leadership group, formulate a special development plan for the biomass energy industry, and incorporate it into the province's "dual carbon" action plan to strengthen coordinated promotion; In terms of policy support, we will increase the subsidy standards for biomass fuel projects, fully implement relevant tax incentives, and reduce the development costs of enterprises; In terms of technological breakthroughs, we will establish a provincial-level biomass energy technology innovation platform and concentrate our efforts on breaking through core technological bottlenecks such as straw pretreatment and biorefinery; In terms of industrial implementation, building industrial demonstration zones in areas with abundant biomass resources, cultivating leading enterprises, and playing a leading and driving role; In terms of the collection, storage, and transportation system, we will promote specialized machinery and equipment to improve the efficiency of biomass raw material collection and reduce collection costs.
5. Build a new pattern for the development of straw energy industry
Yang Meirong, a member of the Anhui Provincial Political Consultative Conference, pointed out that the current development of Anhui's bioenergy industry is facing prominent problems such as fragmented raw material storage and transportation systems, lack of unified scheduling platforms, and high costs. Four innovative suggestions are proposed to address these pain points: formulating the "Anhui Province Bioenergy Industry High Quality Development Action Plan (2026-2030)", clarifying the phased goals and key tasks of industrial development; Establish a provincial-level special fund for the development of the bioenergy industry, focusing on supporting technological breakthroughs, achievement transformation, and industrialization project construction; Establish a collaborative mechanism of "pollution control Carbon Reduction value-added", build an ecological energy collaborative center in northern Anhui, and promote the deep integration of ecological protection and industrial development; Implement the "Bioenergy+" scenario expansion action, incorporate bioenergy into the green transportation fuel supply system, and broaden industrial application scenarios.
6. Revitalize straw biomass as a "green household foundation"
He Zuoyun, a member of the Hunan Provincial Political Consultative Conference, proposed that biomanufacturing is one of the six future industries in the national "15th Five Year Plan" layout. As a major agricultural and forestry province, Hunan has abundant reserves of biomass resources such as crop straw and understory materials, laying a solid raw material foundation for the development of the biomanufacturing industry. To revitalize the "green household" of biomass, it is suggested to carry out a special research project on biomass resource utilization to comprehensively understand the biomass resource base of the whole province; Establish a digital monitoring and dynamic updating mechanism for biomass resources, scientifically layout the collection and storage center network, and build a stable and efficient raw material supply system; Coordinate special funds at the provincial and municipal levels, increase support for efficient utilization of biomass and biomanufacturing, and promote industrial agglomeration development.
7. Improve the direct connection mechanism of straw biomass green electricity
Fu Fenfang, a representative of the Fujian Provincial People's Congress, proposed to quickly introduce the implementation rules for biomass power generation green power direct connection in response to the difficulties in biomass power consumption and insufficient project economy. Specifically, it includes: incorporating projects such as garbage incineration for power generation and agricultural and forestry biomass cogeneration into the scope of green power direct connection, and expanding the channels for biomass power generation and consumption; Clarify the composition of green electricity prices for biomass power generation, with enterprises only paying government funds, cross subsidies, and system operation fees, effectively reducing the burden on enterprises; Open up the traceability channel for green electricity, include biomass power generation in the scope of green certificate issuance, link green electricity consumption with carbon footprint accounting, and fully reflect the green value of biomass power generation.
The proposals related to straw biomass energy during the 2026 National People's Congress and Chinese People's Political Consultative Conference exhibit distinct characteristics of policy precision, advanced technology, and industrial integration. Representatives and committee members generally believe that biomass energy, as the only Renewable Energy that can be converted into liquid fuel, plays an irreplaceable and important role in achieving China's "dual carbon" goals, ensuring national energy security, and promoting the implementation of rural revitalization strategies.
With the gradual implementation of various proposals, the policy system for the industrialization of straw biomass energy will be further improved, core technological bottlenecks will be overcome, the raw material collection, storage, and transportation system will be improved, high-value utilization channels will be expanded, and strong impetus will be injected into the high-quality development of China's straw industry.
In the future, China will accelerate the formation of a complete industrial chain of "crop straw biomass conversion clean energy/high value-added products", promote the biomass energy industry to become an important support for green and Low-Carbon development and an important lever for rural revitalization, and provide solid guarantees for the comprehensive green transformation of economic and social development.
