Ministry of Agriculture and Rural Affairs: Targeted Efforts to Promote the "Turning Waste into Treasure" of Agricultural Solid Waste

Strengthening the comprehensive treatment of Solid Waste is a crucial measure to promote the construction of a beautiful China and accelerate the comprehensive green transformation of economic and social development.
Recently, the "Action Plan for Comprehensive Treatment of Solid Waste" (hereinafter referred to as the "Action Plan"), jointly drafted by the National Development and Reform Commission, the Ministry of Ecology and Environment, the Ministry of Industry and Information Technology, the Ministry of Housing and Urban-Rural Development, the Ministry of Agriculture and Rural Affairs, and other relevant departments, was officially released to the public.
The "Action Plan" clarifies the overall approach, work objectives, key tasks, and safeguard measures for the comprehensive treatment of solid waste in the coming period. It proposes systematic and integrated policy measures to address the prominent issues existing in Solid Waste Treatment.
Yang Ru, the head of the Science and Technology Department of the Ministry of Agriculture and Rural Affairs, introduced that China is a populous country with a large agricultural sector. The solid waste generated in the agricultural production process is large in quantity and widespread, with strong seasonality and regional characteristics. Coupled with tight cropping schedules, high costs of collection, storage, and transportation, and low efficiency, the task of comprehensive treatment and recycling utilization is arduous.
To promote the "turning waste into treasure" of agricultural solid waste, the Ministry of Agriculture and Rural Affairs will make efforts in four aspects.
Strengthen guidance on the scientific use of mulching films, vigorously promote the use of thickened high-strength mulching films and fully biodegradable mulching films, and strengthen the recycling of pesticide packaging waste according to local conditions. Continue to carry out the resource utilization of livestock and poultry manure, scientifically promote the returning of straw to the field, promote the high-quality conversion of straw into feed, create a model of planting and breeding cycles, and the integration of agriculture and animal husbandry, and develop ecological circular agriculture.
Focusing on source control and reduction, improvement of collection and transfer capabilities, and enhancement of resource utilization levels, we will strengthen policy incentives and support to attract various forces to participate in the resource utilization of agricultural solid waste, thereby enhancing the enthusiasm and technical proficiency of recycling entities.
Accelerate breakthroughs in key technological bottlenecks such as the simple and scientific application of livestock manure to fields, rapid decomposition and maturation of straw returned to fields under low temperature conditions, and new mulching film material processes. Strengthen the integration and maturation of technologies, products, and equipment, enhance classified guidance and training, and accelerate the formation of comprehensive solutions suitable for different regions.
Carry out multi-angle and multi-channel science popularization and propaganda, strengthen the green development concept of agricultural production and operation entities, vigorously promote typical models of ecological circular agriculture, and create a good atmosphere for the resource utilization of agricultural solid waste.
In recent years, the Ministry of Agriculture and Rural Affairs has made solid progress in promoting the resource utilization of livestock manure, crop straw, waste agricultural film, and pesticide packaging waste, achieving positive results. It is understood that at present, China's scientific use and recycling system for agricultural solid waste is gradually being established, resource utilization methods are becoming increasingly diverse, and new steps have been taken towards a comprehensive green transformation of agricultural development.
