Joint Statement on Agricultural and Food Exchange and Cooperation between China and France

From December 3rd to 5th, 2025, the French President will pay a state visit to China. The heads of state of China and France reached important consensus on exchanges and cooperation in the fields of agriculture and food, and issued a joint statement. The statement is based on the positioning of the two countries as agricultural powers, reiterating the key position of agriculture in bilateral relations, and clarifying the deepening of cooperation in multiple fields such as agricultural product trade access, food safety, geographical indication protection, agricultural education, and agricultural food industry cooperation. It not only implements the achievements of previous agreements, but also lays a new foundation for cooperation between China and France in the entire agricultural chain coordination and catering culture exchange.

China and France are two major agricultural powers with equal attention to agriculture. Adapting to climate change, supporting industry quality and efficiency improvement, increasing farmers' income, promoting rural vitality, and ensuring global food security through the application of technology and the promotion of agricultural ecological practices are common tasks that need to be advanced. In addition, both China and France, as inheritors of rich culinary cultural heritage, promote the exchange of culinary culture between the two countries with a spirit of openness and dialogue.
The two heads of state reiterated their willingness to deepen agricultural cooperation through strengthened cooperation and exchanges.
4. China and France commit to providing a fair and non discriminatory competitive environment for businesses based on compliance with their respective laws and regulations, as well as multilateral rules of the World Trade Organization (WTO) and the World Organization for Animal Health (WOAH).
  Both parties are willing to conduct necessary technical exchanges on bovine spongiform encephalopathy and bluetongue disease.
6. Food safety is one of the priority issues, and China and France are pleased to see the signing of the updated memorandum of cooperation between the State Administration for Market Regulation of China and the French Ministry of Agriculture, Agrifood and Food Sovereignty on the registration of infant formula milk powder.
7. China and France welcome the implementation of the regional cooperation agreement on highly pathogenic avian influenza signed during the state visit in May 2024, and support the evaluation of the implementation of the agreement.
8. Continue to actively cooperate in the fields of grape cultivation and wine making. China and France are pleased to see the active implementation of the cooperation protocol on geographical indications in agriculture and food signed by the China National Intellectual Property Administration of China, the Ministry of Agriculture and Food Sovereignty of France and the National Administration of Origin and Quality of France during their state visit in May 2024. The two heads of state welcome the recognition of 70 geographical indications in Burgundy production areas in China.
9. China and France support deepening cooperation in the agricultural sector, which has demonstrated a firm commitment to promoting exchanges in higher education, vocational education, wine and beef cattle breeding.
10. China and France are willing to strengthen their cooperative partnership in the field of agriculture and food. Both parties will continue to explore new models and new areas of cooperation, such as cooperative exchanges, to promote exchanges and cooperation in the fields of agriculture and food, and continue to encourage enterprises, cooperatives, and industry associations in the fields of agriculture and food to be direct participants in this cooperation. Especially, both sides will continue to encourage direct beneficiaries of economic and trade cooperation between the two countries to participate in agricultural and rural development and support each other.
