Starting from March 1, 2026, the national ecological environment standard "Technical Guidelines for Accounting Ammonia Emissions from Large scale Livestock and Poultry Farms (Trial)" issued by the Ministry of Ecology and Environment will be officially implemented nationwide.

The core point of this new environmental protection regulation is to provide a nationally unified mandatory standard for the accounting of ammonia emissions from large-scale livestock and poultry farms.

According to the "Scale Standards for Livestock and Poultry Farms" issued by the Ministry of Agriculture and Rural Affairs, large-scale poultry farms are within the scope of the new regulations.

At the same time, the guidelines unify the three core methods for emissions accounting, namely material balance algorithm, emission coefficient method, and on-site monitoring method, clarifying the applicable scenarios, core parameter selection, on-site monitoring requirements, and information reporting standards for different methods; And it closely conforms to the mainstream domestic breeding mode, setting up a dedicated accounting parameter library for different processes such as dry cleaning, water soaking, fermentation bed, as well as resource utilization modes such as full amount of manure returning to the field, anaerobic fermentation, composting treatment, etc.

Livestock farms can directly match accounting methods and parameters based on actual production conditions. Large scale farms can choose on-site monitoring methods for accurate accounting, while small and medium-sized farms can use unified emission coefficients to quickly complete compliance accounting, meeting the needs of different scale entities.
In addition, the new regulations are fully integrated with the current pollution discharge permit system, environmental tax collection and management, and animal husbandry pollution prevention and control action plan, providing legal technical basis and synchronously standardizing the efficiency accounting logic of ammonia emission reduction measures, so that the emission reduction effects such as closed storage of manure and optimized ventilation in buildings can be accurately quantified.
