A service organization in Qianjiang, Hubei has significantly improved the efficiency of transporting livestock and poultry manure by investing 1.8 million yuan to purchase biogas slurry transport vehicles. This type of specialized service organization fills the gap between farms and growers, and solves the dilemma of "no one doing it" when manure is returned to the field.
Liling City in Hunan Province has explored a path of win-win for all three parties. The service provider signs an agreement with the breeding farm to charge a manure treatment fee of 20 yuan per ton; At the same time, we will sign a land return contract with fruit tree growers, provide full process services, and charge a fee of 300 yuan/ton, including a government subsidy of 180 yuan/ton.
Excluding costs, the service provider can earn a net income of 20 yuan per ton of manure, forming a long-term mechanism of cost sharing and benefit sharing. Botou City in Hebei Province has organized service providers to connect with 57 livestock and poultry farms and 199 growers within the county, achieving a total of 103000 acres of manure return to the field.

With the continuous improvement of manure returning technology, there has been a shift from simple application to scientific and precise methods. The Ministry of Agriculture and Rural Affairs has launched a survey on the quality of manure, collecting and testing nearly 2000 manure samples to understand the trend of manure quality changes.
Through over 3500 trials of returning manure to the field and setting up 18000 monitoring points, researchers have gradually determined the optimal ratio of manure application for different regions and crops, promoting the development of manure application towards quantification and simplification.
The technical training and field observation activities during key agricultural seasons have covered over 94 million acres of manure returning demonstration areas nationwide. From order package services for organic fertilizer enterprises to centralized treatment of manure and biogas slurry returning services for energy and environmental protection enterprises; From the self-produced and self applied joint farming and returning services of planting cooperatives, to the decentralized collection, centralized processing, and unified distribution services of village collectives, six types of operating mechanisms have been formed, each with its own characteristics and complementary to each other.
Incentive mechanism is the key to promoting the utilization of manure resources. Some regions have established a white list of service providers and provided policy support to outstanding service providers; In other regions, efforts are being made to explore insurance and support services for returning manure to the field, in order to reduce the risks associated with participation from all parties.
The establishment of a diversified investment mechanism has further enhanced market vitality. The guiding role of fiscal funds has been fully utilized, actively leveraging social capital investment such as insurance and finance, providing stable support for the development and growth of various service entities and the manure returning market. Some areas in Hubei Province have even attempted to combine manure returning to the field with carbon trading, creating additional benefits for participants.
In Botou City, Hebei Province, 57 farms and 199 growers have established stable cooperative relationships through service providers, and 103000 acres of farmland have obtained organic nutrients from the farms. The fecal transport vehicles of the service provider shuttle through rural roads every day, transforming the original pollutants into valuable resources that nourish the land.

06 Deepening Development: Building a Long term Win win Industrial Ecology
As the practice of green planting and breeding cycle moves from pilot exploration to comprehensive promotion, the key to ensuring the stable and far-reaching transformation from "waste" to "resources" lies in building a long-term industrial ecology with strong policies, market driven, and sustainable benefits. This requires the collaborative efforts of the government, market, and business entities to deepen and innovate at multiple levels.
Policy guidance, building an industrial service platform
The role of the government should further shift from being a "promoter" in the early stages to being an "enabler" and "service provider". The core task is to build a public service platform and eliminate external barriers that hinder industrial development. This includes coordinating multiple departments such as natural resources, housing and construction, transportation, and taxation to systematically solve practical problems such as the construction land for manure collection stations and composting sites, the standardization and passage of transportation vehicles, and tax incentives for related services, in order to "clear obstacles" for market entities.

Through government guidance and contractual agreements, establish a "beneficiary payment" system to encourage breeding entities to pay for environmental treatment and planting entities to pay for high-quality manure, so that service providers can receive reasonable returns on their labor. At the planting end, the core is to improve quality and efficiency. Closely integrate the application of manure with the creation of a regional public brand for "green organic agricultural products", develop contract agriculture, and enhance the added value of agricultural products. Further integration of ecological farmland with sightseeing agriculture and rural tourism can achieve "multiple harvests in one field" and amplify the diverse benefits of planting.
For service providers, they need to take the integrated development path of "one specialization and multiple capabilities". Vertically extending, with fecal treatment as the core, it can be expanded to commodity organic fertilizer processing, biogas energy utilization, etc., to enhance the added value of raw materials; Horizontal collaboration can package manure application with agricultural services such as deep plowing, sowing, and plant protection, reducing single operation costs and enhancing comprehensive service revenue. By continuously expanding revenue channels, service organizations can grow and become a solid bridge to maintain the cycle of farming and breeding.
