The EOD model is an innovative project framework that prioritizes ecological conservation and environmental governance, leveraging revenue from associated industry development to subsidize ecological restoration costs, thereby achieving sustainable development. During the 15th Five-Year Plan period, rural revitalization can effectively utilize the EOD model in the following aspects:
01 Conduct top-level design and planning:
The government should clarify the boundaries of its responsibilities and those of enterprises, focus on the unique resource endowments of rural areas, and concentrate on prominent environmental issues to establish a top-level design for rural ecological governance. For instance, the EOD project of Huanglongxian Tea Culture Tourism Village in Nanjing leverages the local mountainous and water resources, as well as the scenic tea gardens and bamboo forests, to create a core area and an expansion zone, laying the foundation for project development.
02 Strengthen Ecological and Environmental Governance:
Adhering to the principle of ecological priority, we have increased investment in rural infrastructure such as sewage treatment and waste disposal, and advanced comprehensive ecological environment governance. For instance, Huanglongxian Village has vigorously promoted the "Toilet Revolution" and "Garbage Revolution," expanded sewage treatment facilities, laid stormwater and sewage pipelines, completed comprehensive water body remediation and ecological dredging, thereby enhancing the livability of the eco-friendly village.
03 Promote integrated industrial development:
Developing distinctive rural industries by integrating ecological environment governance with sectors such as agriculture, tourism, and health care fosters a diversified and integrated industrial development model. For instance, the EOD project in the Rizhao Reservoir basin of Shandong has established sectors like eco-agriculture, eco-fisheries, and eco-tourism, building a production-processing-marketing industrial chain that transforms high-quality ecological value into substantial economic benefits.
04 Innovation in Market-Oriented Operation Mechanisms:
Encourage central and state-owned enterprises to serve as lead entities, forming joint ventures with technology-oriented private enterprises to participate in EOD projects. By leveraging market-oriented operational mechanisms, the sustainable operation of these projects can be ensured. From January to October 2024, multiple EOD projects awarded contracts adopted this joint venture model, facilitating the smooth implementation of the projects.
05 Improve Policy Support and Financial Guarantees:
The government should improve the relevant policy framework and pricing mechanism, and enhance policy support for EOD projects. For instance, in 2024, four departments jointly issued a document to strengthen financial support for EOD projects, providing financial guarantees for their implementation.
