To assist relevant business entities in accurately aligning policies and efficiently seeking financial support, this article provides a detailed breakdown of the support areas and application standards for agricultural circular economy projects supported by special funds within the central budget, clearly delineating the development direction and providing comprehensive guidance for project implementation.
1、 Key areas of funding support
Special support from central budget funds is provided for projects that comply with national industrial policies, agricultural circular economy development plans, and relevant technical specifications, focusing on three core areas and making precise efforts to fill gaps and strengthen demonstrations: (1) In the field of agricultural waste resource utilization Comprehensive utilization of straw: covering various projects such as mechanized straw returning to the field, feed processing (ensiling, yellow storage, block forming, etc.), basic material application (edible mushroom cultivation substrate), fuel conversion (biomass forming fuel, biomass power generation, biomass natural gas preparation), and deep processing of raw materials (straw artificial board, pulp production), while synchronously constructing straw collection, storage, transportation facilities and specialized processing production lines. 2. Resource utilization and disposal of livestock and poultry manure: including the construction and upgrading of large-scale livestock and poultry breeding farms (residential areas) manure treatment facilities (oxidation ponds, biogas digesters, composting workshops, etc.), projects for the preparation of organic fertilizers, biogas (bio natural gas), and the utilization of biogas fertilizers for field return, as well as the construction and operation of regional livestock and poultry manure centralized treatment centers.
3. Recycling and disposal of waste agricultural film and pesticide packaging waste: Key support will be given to the layout and construction of waste agricultural film recycling outlets, the establishment of waste agricultural film recycling and processing production lines (such as plastic pellets, greenhouse film production, etc.), and the construction of facilities for the recycling, temporary storage, and centralized harmless treatment of pesticide packaging waste.
4. Resource utilization of agricultural product processing waste: Develop feed and health products for by-products of grain processing (bran, rice bran, etc.), extract fruit juice, pectin or prepare organic fertilizer from by-products of fruit and vegetable processing (skin, fruit residue, etc.), and produce various resource projects such as biological products and feed raw materials from by-products of livestock and poultry slaughter and processing (bone, skin, blood, etc.).

(2) Agricultural production water-saving and consumption reduction field 1 Efficient water-saving irrigation project: including the installation of efficient water-saving irrigation facilities such as drip irrigation, sprinkler irrigation, and micro irrigation in the construction of high standard farmland, as well as the construction of water-saving irrigation systems in characteristic production areas such as orchards, tea gardens, and facility agriculture. It also includes the simultaneous construction of water source projects (reservoirs, irrigation wells, etc.), water transmission and distribution networks, and intelligent control facilities to improve irrigation efficiency.

Agricultural water recycling: covering the construction of rainwater collection, storage, and recycling systems in facility agriculture (greenhouse, greenhouse), the treatment of livestock and poultry breeding wastewater that meets standards and is reused for irrigation and site cleaning, and the harmless treatment of agricultural product processing wastewater and its recycling for water-saving projects such as production environment or farmland irrigation. (3) Demonstration field of agricultural green circular production mode 1 Demonstration of integrated planting and breeding cycle: We will focus on supporting pilot demonstrations of ecological cycle models such as "comprehensive planting and breeding of rice and fishery", "under forest planting and breeding", and "livestock and poultry biogas planting". We will also build supporting facilities such as breeding facilities, planting bases, biogas projects, and waste recycling facilities, and construct a closed-loop ecological system of "breeding waste biogas/organic fertilizer planting breeding".

Construction of agricultural ecological circular parks: Taking counties or townships as the basic units, create agricultural ecological circular parks that integrate planting, breeding, agricultural product processing, waste resource utilization, and leisure agriculture. Supporting facilities for technology research and development, product display, and other public services will be built to create replicable and promotable demonstration models of the full chain circular economy.

2、 Core conditions for project application
To apply for agricultural circular economy projects supported by central budget funds, both the conditions of the applying unit and the project itself must be met. The specific requirements are as follows: (1) The applying unit must meet the following conditions: 1 Subject qualification compliance: Enterprises, farmers' professional cooperatives, public institutions and other entities that are registered and registered in China in accordance with the law, have independent legal person qualifications, and have been registered and operating for at least 1 year (the specific accounting deadline is December 31 of the year of application).
2. Good credit record: There have been no serious dishonest behaviors in the past 3 years (based on the official query results of "Credit China" and "National Enterprise Credit Information Publicity System"), and there have been no records of violations or disciplinary actions in the use of financial funds.
3. Implementation capability meets the standard: possessing the technical strength, management level, and ability to raise supporting funds required for project implementation; Among them, the net asset size of the enterprise declaration subject in the previous year shall not be less than 30% of the total project investment, and the number of members of the farmer professional cooperative declaration subject shall not be less than 50 households.
4. Franchise compliance: If the project involves franchise scope (such as biomass power generation, centralized waste disposal, etc.), the applying unit must have obtained the franchise license document or filing certificate issued by the relevant competent department.

(2) Requirements for applying for a project: 1 Planning integration in place: The project must comply with the "support scope" specified in this guideline, and have been included in local agricultural circular economy development plans, rural revitalization plans, or related special development plans, in line with regional development positioning.
2. Complete preliminary procedures: The project site selection is scientific and reasonable, in line with the overall land use planning, urban-rural planning, ecological environment protection planning and other relevant requirements; The preliminary procedures such as project filing (or approval), land pre-approval and planning site selection (if necessary), environmental impact assessment approval (or filing) have been completed, or the formal approval process has been entered and all procedures have been promised to be completed before the project starts.
3. Feasible technical solution: The project's technical route is scientifically reasonable and practical, and the technologies, processes, and equipment used comply with national industrial policies and environmental standards. Among them, innovative technology projects that have obtained patent authorization and passed technical appraisal will be given priority support.
4. Compliance with investment scale: The project investment estimate is scientifically reasonable, and the total investment scale is generally not less than 100 million yuan; The amount of funds applied for within the central budget shall not exceed 30% of the total investment of the project (which can be moderately relaxed to 40% in the central and western regions and underdeveloped areas), and the maximum central funding support for a single project shall not exceed 50 million yuan.
5. Achieving construction efficiency standards: The project construction period is generally controlled within 2 years; After the project is completed and put into use, it needs to achieve a resource utilization rate increase of more than 15% (or a reduction of more than 10% in energy consumption per unit of output value and a reduction of more than 15% in pollutant emissions), and have clear replicable and promotable demonstration value.
